As many sources point out, Tourism has a long road ahead to full recovery.
I used to travel a lot (frequent intercontinental flights) and I have gotten
used to the idea that I will not be travelling for the next several years.
Lets have a look at some numbers.
According to World Economic Forum tourism globally lost $1.3 trillion in
2020.
I think if you add cafes, restaurants , hotels , taxis and the like, its
going to be more. A lot more.
Governments are putting more bans because of apparently new variants of the
Virus.
Many experts say that the return to a previous state will not be before 2023
or later.
Possibly this is all related to the rate of vaccination, according to
Statista, today about 10-12% of European citizens are vaccinated.

ope-by-country/
Some observers say that there is a "GREAT RESET" taking place, and a
complete overhaul of economies, including industries like tourism is a part
of the big chage, and that will take longer than 2023. Definitely decisions
taken by many governments (all making very similar decisions) makes us ask
questions - what is going on.
I guess we must all sit and wait.
One thing is for sure / we live in very turbulent and thus exciting times.
